In the Matter of the ) DEFAULT ORDER OF 5 Teaching License of ) REVOCATION OF 6 GREGG BRYANT RITCHIE ) RIGHT TO APPLY FOR LICENSURE 7 8 On October 11, 2005, the Teacher Standards and Practices Commission (Commission) issued 9 a Notice of Opportunity for Hearing to Gregg Bryant Ritchie (Ritchie) in which the Commission 10 charged him with misconduct under ORS 342.175. The Notice was sent via U.S. First Class Mail and ll U.S. Certified Mail Receipt 7005 0390 0000 5019 1899 to the address obtained by the Commission. I2 The certified mail receipt was not returned to the Commission. The Notice of Opportunity of Hearing, I3 dated October 11, 2005, and signed by Victoria Chamberlain, Executive Director, stated: 14 “You, Gregg Bryant Ritchie, are entitled to a hearing on the proposed action of the 15 Commission. If you want a hearing, you must file a written request for a hearing with 16 the Commission within 21 days of the date of this notice. Attached to this notice is a 17 copy of the procedures, right of representation and other rights of parties relating to the 18 conduct of a hearing as required under ORS 183.413(2)." a Mr. Ritchie did not request a hearing. The Commission, therefore, finds 21 Mr. Ritchie to be in default and enters the following findings of fact, conclusions of law and 22 order, based on the files and records of the Commission concerning this matter. 23 FINDINGS 0F FACT 24 1. The Commission first licensed Mr. Ritchie on July 8, 1996. On February 11, 2002, the 25 Commission issued Mr. Ritchie a Basic Teaching License with a Basic Music Endorsement. Said 26 license expired on February 17, 2005. 27 2. Mr. Ritchie began employment with North Clackamas School District on August 28, 2000. 28 Mr. Ritchie was place on administrative leave on September 21, 2004. 29 3. On August 1, 2005, Mr. Ritchie was found guilty of Encouraging Child Sexual Abuse in the 30 Second Degree (20 counts), in the Circuit Court of the State of Oregon for the County of Clackamas. 31 Mr. Ritchie was sentenced to 20 custody units in the county jail, 24 months probation and register as . a sex offender. Mr. Ritchie's conviction for Encouraging Child Sex Abuse in the Second Degree, ORS 163.686 3 is listed in ORS 342.143(8). The Commission is required to revoke Gregg Bryant Ritchie’s right to 4 apply for a license pursuant to ORS 342.175(2).
